The U.S. Embassy in Kabul is seeking an individual for the position of Cashier with Financial Management Office (FMO).
BASIC FUNCTION OF POSITION:
The incumbent serves as Principal Class ‘B’ Cashier (Supervisory) for the consolidated cashier operations for U.S Embassy Kabul, and USAID Mission Kabul with an authorized advance of $500,000 at a post with a full range of cashier and cash management duties, including employee payroll, vendor payment processing, receipt of collections, provision of accommodation exchange and the reconciliation of financial transactions.
QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
Education: Completion of secondary (High) school, with some collegiate or equivalent study in accounting and financing is required.
Experience: Three years of progressive responsible work in technical/clerical accounting or bookkeeping with at least one year performing cashiering work at the next lower grade or the equivalent. Some payroll experience with UN, NGO, or western embassy is required.
Language: Level 4 (Fluent) speaking/reading in English and Dari languages is required.
Knowledge: Must have a good knowledge of local banking practices and procedures. Must also possess good knowledge of serviced agency requirements regarding cash management, and able to pass the Basic Cashiering Examination in order to receive a permanent Cashier’s designation.
Abilities and Skills: Good knowledge of Microsoft Office suite is required. Must be skilled in the use of basic office equipment including calculator, cash counter, copier printer and computer, must be able to perform multiple functions concurrently and manage and account for all cash on hand. Must be able to reconcile accounts and maintain daily accountability in order to provide uninterrupted and mission critical services to the U.S. Embassy.
SELECTION PROCESS

*DEFINITIONS
Ordinarily Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permits for employment in country.
Not-Ordinarily Resident (NOR): Typically NORs are US Citizen EFMs and EFMs of FS, GS, and uniformed service members who are eligible for employment under an American USG pay plan, on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.
